Lowell is the OEM/CERT Coordinator for Woodbridge Township.  He has been married for twenty years to his wife, Dawn, and they have three children, Matthew, 15, who is a sophomore at Woodbridge High School; Mary, 10, who is in the 4^th grade at School 14; and Maggie-Ann, 5, who is attending Kindergarten at School 14. 

He is a communicant of Our Lady of Peace Church and is member of the Knight of Columbus.  Lowell teaches 4^th grade Religious Education and serves as a substitute teacher at St. Mary’s Elementary School in South Amboy.

Lowell is a graduate of Sayreville War Memorial, class of 1978.  He then attended Middlesex County College.  He worked as a New Jersey State Police dispatcher at the Edison Barracks for one year.  He served with the Middlesex County Department of Corrections as a Senior Corrections Offices and Field Training Officer

Lowell has received certification by the New Jersey Police Training Commission as a certified instructor and taught at the Middlesex County Corrections Academy, New Jersey State Corrections Academy. He has received training at the New Jersey State Corrections Academy, Morris County Police Academy and Middlesex County Police Academy. While working for the Middlesex County Department of Corrections, Lowell was a member of the Middlesex County Corrections Emergency Response Team, and the Middlesex County Prosecutors Office Hostage Recovery Team.  He received training at Fort Dix Emergency Service Training Facility, and has received certification in First Aid and Basic Life Support as well as Basic Firefighting.

Other certifications are from the Office of Domestic Preparedness for Weapons of Mass Destruction, Public Speaking and Information, ICS 100, 200.

Lowell is a member of the United States Air Force Auxiliary, and the Civil Air Patrol where he holds the rank of Lieutenant with duties including, Moral Leadership, and Plans and Programs. He graduated from Senior Member Boot Camp Fort Monmouth; Squadron Leadership School; Non Commissioned Officer (NCO) academy at McGuire Air Force Base. He has received certification in teaching Civil Air Patrol cadets.

Lowell has received the standard basic CERT training and continues to attend additional CERT related classes.
